Proposed Article 10 Revision

Bill Kettler is going to propose making the following change to Region 4 Hockey Council Article 10. The change is shown in bold red below.

PROPOSED ARTICLE TEN - HEARINGS
Section 1.

Hearings

  1. All hearings held involving violations of USA Hockey, WAHA and R4HC rules, and hearings held under 410(a) of the USA Hockey Playing Rules, shall be heard by the Region 4 Hockey Council (R4HC) Discipline Committee. This Committee shall consist of a Chairperson, appointed by the R4HC President, the DCHOA Representative to the R4HC, the ALD of the level of the individual for who the hearing is being held, and three at-large members appointed by the Chairperson. The President of R4HC may sit on the committee Ex-Officio. (Note: If the ALD meets any of the criteria mentioned in paragraph b below, the Chairperson shall appoint another ALD to serve on the committee.)
  2. No one on the committee may be a team member or team official of the teams involved, a relative of the player or team official involved, or a member of the Association of the player or team official involved in the hearing.
  3. The Region 4 Hockey Council Discipline Committee shall schedule all hearings for the first and third Wednesdays of each month. Should weather or any other circumstance beyond of the control of the Discipline Committee cause a hearing to be cancelled or rescheduled, the Committee, at its sole discretion, may reschedule the hearing to any date prior to the next scheduled hearing date.
  4. No hearing shall be held within 72 hours of the scheduled starting time of the game which precipitated the hearing.
Section 2.

Appeals

  1. Only appeals in writing to the R4HC President will be considered. All appeals must be received within 10 days of the R4HC Discipline Committee ruling or the appeal will not be allowed.
  2. A check for $50 made out to Region 4 Hockey Council must accompany all appeals. The money will be refunded if the appeal is upheld.
